How do I create the privacy and returns pages?

Open Online store → Pages & banners → Pages and press “Draft policy pages from settings” (or “Draft & publish”).
It writes terms, privacy, shipping, returns, payments, grievance, cookies and seller disclosures from your own settings.
Have your CA read them, then publish. After changing your settings, draft them again.
